Using On-Screen Keyboard in Hebrew

Hi,
I'm using vista ultimate with hebrew keyboard support.
when i'm trying to use the On-Screen Keyboard to write down in hebrew into the Internet explorer it reverse it self back to English.
this problem only accours when using it with the internet explorer, in office programs it's OK.
