SOLUTION

the problem is one of two, codec pack error, or malware.
for me it was a codec pack error, since antivirus didnt pick it up

i could not uninstall the k-lite codec pack... so i installed the mega k-lite codec pack, on top of what i had, and it overrode the corrupt codec pack.
you can download the mega k-lite codec pack here:

If that does not work, try scanning for trojans with trojan remover program, it can be found here

Found this suggestion on another forum

Download a file to modify the registry
Download and run a file to modify the registry. To do this follow these steps.

1. Visit the following Microsoft Web site:
http://download.microsoft.com/downlo...MSKB946758.exe (http://download.microsoft.com/downlo...mskb946758.exe)
2. Download the MSKB946758.exe file. Save the file to the desktop.
3. Double-click the MSKB946758.exe file, accept the Microsoft Software License Terms, and then unzip the file to the desktop.
4. Right-click the "Familysafety critical update_explorer crash.reg" file, select Open with, and then click Registry Editor. If you are prompted for an administrator password or for a confirmation User Account Control permission, type the password, or click Continue.
5. When you will receive a message that asks whether you are sure that you want to add the information to the registry, click Yes.

Cannot say if this will help but who knows???

Well, shucks, that didn't work. Sure is odd why for a year since I got this computer it was working just fine, and then all of a sudden one day Windows Explorer just decides to go whacko and there seems to be no fix. Sure is annoying. It just does it WHENEVER, and then blanks out my entire monitor momentarily. I guess I'll just have to live with it. But it would be nice if there was a fix, huh? So I'll check back now and again and see if anyone has found anything that works.

The glitch is the second SP1-related issue for Microsoft in recent days. The company had to pull another update, this one a set of files necessary to move to SP1, because some users were sent into a repeated reboot cycle by the files.

I purchased a program called SpyHunter, and I was prepared to do a complete system recovery because Windows Explorer loops through the close/restart cycle, and the issue was progressively getting worse. I couldn't do anything on my computer without it closing and reopening. It was getting annoying to say the least.

So my last option before system recovery was to try SpyHunter (even though I already run a new version of Norton and Registry Pro). Norton supposedly checks for VIRUSES, netbots, etc! NOT!!!! It obviously wasn't cleaning up, fixing, repairing, or deleting anything.

Ran SpyHunter, and VOILA! for 2 days Windows Explorer has not continually looped through a shut down/restart process.

This is almost to good to be true. Jury is still out on this, but so far so good.

Just thought I'd let everyone know that it's been a couple days now and Windows Explorer has not REstarted ONE TIME. I do believe SpyHunter did the job! It cleaned out whatever was causing the problem. I was very close to restoring my entire system but figured I'd try SpyHunter FIRST before doing that. It has worked!

Now Vista wants me to update, but I'm very hesitant, as my computer is working flawlessly right now. So I'll create a couple restore points and then begin the process a little at a time.

So if you want to try and solve this problem like I did, go to Enigma Software Group, Inc. and try SpyHunter! Sure worked for me. I'm VERY pleased at the result!

They also have absolutely SUPERIOR support!!!

Hi!!! Have you ever tried "RegCure"?? I'm serious, I have the little gizmo on my computer and it is powerful. On the Web they are offering a free scan for Windows Explorer. hey Ravi,

i had a problem like this with my internet a few weeks ago and couldn't get the system restore to work at any point either.

This is what i found to work:
1) I used "Windows Live OneCare safety scanner" to do a scan and it picked up things that norton didnt when i did the scan with it, it does take a few hours to do the full scans! (this website was also really good at givin suggestions on solutions to teh problem!)
2) Go to internet options and go to advanced and where it says to reset internet explorer settings, i will warn though this fixed my internet and i haven't had any problems with it since it has had a knock-on effect on my single sign on software which for some reason isn't recognising any websites anymore!
