If your system is seriously infected with a virus, you should consider backing up all crucial data and re-installing the operating system. This may not be the answer you want to hear, but over the long-term it may be the best option. When you back up any important documents be sure to make sure that the disk you back them up to does not become infected.

Figured it out
There is a program called "Trojan Remover"

Download Trojan Remover 6.6.1 Build 2483 [UPDATE] Free Trial - Trojan Remover - aids in the removal of Trojan Horses from a computer - Softpedia

I ran this while the problem was happening, it was tricky but I got it to install (had to move the fingers quickly b/c you know how it restarts the explorer screen every 5 seconds...but once it installed and scanned it errored out and I restarted the program ran it again and it stopped the loop and removed the trojan that causes it.

Good luck!

Fix Windows Explorer
Use F8 to get into the "Safe Mode" prompt

At the top of the screen there is a Repair option, or something close to that. Choose that.

Click Next on the System Recovery window

Use your user log on.

Click the the "SYSTEM RESTORE" option

choose a restore time that is before you installed a new program and/or updates.

I found that my Vista received the same error when it had a compatablitly issue.

Hope this works

Trojan Remover works! Also, to access it do this:
Torjan Remover worked perfectly, but as the original person said, it can often be hard (or impossible) to get to it through the start menu as explorer keeps shutting down too quickly. Another way to get to the file is to open Internet Explorer (not firefox) and type "C:" (without the quotations) into the address bar. You can then go through your Program Files, locate the Trojan Remover folder, and open the first .exe file in the list. Then you should be able to run the program (and remove the stupid virus)!
