Disabling sys ad policies

Hello everyone!

I have a Vista Ultimate and I am trying to install AJAX Extension from Microsoft.
But it wouldn't install. I get the message "The system administrator has set policies to prevent this installation."

I own the computer and I am the sa. How do I disable the thing so I can install what I want?
