You are probably referring to this site.? This is a common template for this type of forum. When you try to register, the first thing you encounter is a long screed regarding the rules. It is mostly meaningless but, you must scroll down t the bottom of the text and there is a small square you should tick to say you agree. If you leave it, then ou will get that computer generated message and cannot proceed.

The user in question did have difficulties after accidentally clicking the wrong thing when applying for membership. This has since been rectified....
