Last test would be installing Windows XP Pro SP2 and see if Vista can be installed on top of WinXP Pro. If this does not work, then I will have to install Vista on another Dell machine.

The systems that you are trying to install Vista on don't seem to meet the minimum requirements for running the OS. You need at least a 800Mhz machine with 512Mb RAM to run Vista. the errors that you are coming up with seem to be a conflict with how you BIOS is handling the system bus (front & back), in addition to how the Processor address your RAM. you should get a P4(intel), Duron-800MHz(amd), or better to handle the data throughput that Vista wants to accomplish.
