The solution for me was to change the vista theme.
You can do that if you,
Right click on desktop -> Personalize -> Theme.
There, mine was set to "Modified Theme". Change it to "Windows Vista", restart and you should be OK.

Hope this will prevent you from re-installing the whole OS.
