hey Ravi,
i had a problem like this with my internet a few weeks ago and couldn't get the system restore to work at any point either.
This is what i found to work:
1) I used "Windows Live OneCare safety scanner" to do a scan and it picked up things that norton didnt when i did the scan with it, it does take a few hours to do the full scans! (this website was also really good at givin suggestions on solutions to teh problem!)
2) Go to internet options and go to advanced and where it says to reset internet explorer settings, i will warn though this fixed my internet and i haven't had any problems with it since it has had a knock-on effect on my single sign on software which for some reason isn't recognising any websites anymore!
