SOLUTION

the problem is one of two, codec pack error, or malware.
for me it was a codec pack error, since antivirus didnt pick it up

i could not uninstall the k-lite codec pack... so i installed the mega k-lite codec pack, on top of what i had, and it overrode the corrupt codec pack.
