The laptop is a Toshiba p200. My settings (if I'm following you correctly, and I don't think I am) are set for say 10 minutes to set the system to sleep mode.

If I close the lid on this, it goes to *sleep* ... but it should be doing that without closing the lid in the slotted time I've given it.
